Default Egr ?

When i pull my vacum hose on my egr valve there is no vacum, and the car does nothing diffrent. I was checking out the egr sensor that is loacted by the brake cylinder, and one of the nipples seemed to not let air through it . Do i have a problem or is that supposed to not let air through that vacum nipple. My car is a 94 accord with a h22 thanks

What RPM range are you checking for vacuum? The EGR system shouldn't be activated at idle.
