Short answer: YES
Longer answer:
A/C: probably 10-20%, depending on the engine. Of course, there's a simple way to avoid this power loss: turn off the A/C!!! If the A/C is off, the only power loss is from spinning the A/C pulley, but this is probably negligible as long as your A/C compressor's in good shape.
P/S: usually around 3-5%, when you're not even steering. This is a pretty substantial loss for something that is only useful at low speeds, and that's why car companies are (too slowly IMO) moving to electric power steering, since that only consumes power when you're actually turning the wheels, and usually deactivates altogether at higher speeds. The new high-economy hybrid cars like the Insight, Hybrid Civic, and Prius all have EPS systems because fuel economy is such a concern for them.
