1997 CRV. Only radiator fan (right side fan) is running when AC is switched on. I have tested voltage to the 2 pin fan connector when AC switched on and theres 13.5 volts (engine running). Swapped the condenser fan relay with radiator fan relay - only the radiator fan runs when AC is on. Checked under hood 20a fuse and underdash 7.5a A/C fuse - both are good.

I have tried another fan (used) and another fan motor (new). Same issue. Any ideas what this issuw might be?

 

Crisis averted. The new fan motor design is a little different than oem. I used the washer from OEM fan and installed to the new motor which caused enough friction for the motor to not spin when voltage was applied. I used the washer that came with the new aftermarket motor and everything works as expected.
