Default Car surges

I have an LS VTEC and am trying to resolve some little issues.

It is a high compression motor with P30 pistons and a stock b16 head. My cylinders compression results are 235 on all cylinders but #3 was around 220 I think. I did the compression check with the throttle closed because my compression test gauge only goes to 250

Anyways, I only have one check engine light and that is code 22 which is vtec pressure solenoid but it's not hooked up right now.

I drove the car on my stock p28 and it ran like garbage and struggles to gain RPM.

I decided to try my friends p28 ecu which he said has a chip so it runs his jdm b16 as it were a b16 ecu, I don't think he knew the exact specifics. It still ran bad and I was also hitting his launch control while moving at 4500 rpm's which was strange.

The car jolts back and forth as if I'm pushing the throttle hard then letting off and then hard again while accelerating slowly as well with both ECU's. I'm getting a tune but are these normal things to happen?

I'm gonna go try and tighten the battery terminals down since they can be slid off. Maybe this would be an issue

Does anyone think it may be the clutch? I'm not sure if a clutch would slip and then grab again that quick but my clutch cable is tightened all the way and the clutch still catches at the top.

Maybe it feels gutless because the timing is off. My idle is at about 300 rpms if I don't hold the gas once it's warmed up which makes me think it may be retarded and not advanced if it is off. It idles at 1100 rpm while warming up. I'll try moving the distributor first after work before re-doing the timing.
