Default can anyone help me? code 15

i just got done doing another swap.. everything went fine until i cranked it up.. it wouldn't start.. it gave me a code of 15.. for ignition output signal.. i changed ignitors.. didn't work.. took off the distributor and put it in my b16 and it worked fine... umm.. the motor stays on when the key is off... the helms manual told me to change the plug with the ground and ignition wires(2 wire plug to the distrib), i did that.. still nothing.. then they said to check the ecu(i did that already), and it works fine.. instead of that gay 7800 rpm rev limiter.. hehe.. but anyone got any ideas? i'm guessing a short somewhere in the wiring harness? please let me know.. thanks..

Disconnect the two pin connector from the distributor. Turn the ignition on and measure the voltage between the black/yellow wire and and body ground. Do you read approx. battery voltage? (It comes from the ignition switch, so if not...trace the wire back that direction)

BTW..."the motor stays on when the key is off" would suggest you've got something majorly mucked up there in your wiring. Since I can't see your car from here, your guess would be as good as mine at this point.
