Default Camshafts turn roughly

I just finished lube-ing and installing my camshafts on my b16a2 build and the camshafts take a little force to turn. are they supposed to do this or are they supposed to turn loose and free???

shoudl take a little force to move them since the cams presses down on the valve springs

I read an article online that had to do with a "b20 build" and they said that the cams MUST turn easily. that got me pretty confused
