Default cam and crank TDC issue ?help?

well, i have been trying to get my crank and cams to line up at tdc after installing my new t belt.

engine is a b18b w/ 81.5 rs machine pr3's, 92 jdm b16a head w/ stock cams & gears.

i followed proper procedures. however it wont line up perfectly. if you are facing the driverside of the car, my crank pulley tdc is always a little to the left of the line on the lower timing cover.

the head has been resurfaced, the block has been decked and i am using a cometic .03 headgasket

i was told since the block was decked and head resurfaced the marks wont line up.

if that is the case, should i just leave it? or is there a trick to get them to line up?

thanks

personally i dont like adjustable cam gears but if thats the only option i have i guess i have no choice.

im really trying to get this done with oem camgears.

i've already tried setting the cams back a tooth, and half a tooth and any other thing i could think of. after adjusting the belt tension its always off just a tad.
