Default California replacement motor

I tried to get my car smogged today. it is a 94 integra GSR with a 97 GSR motor in it. The guy said that he couldnt smog it but I have got it smogged 2 times already. What is the real law with this? Do I have to get it bar'd?

the 97 gsr motor you have is obd2 your car is a 94 gsr which is obd1 so yes for it to be California legal you would need to convert your car to obd2 then have it bar'd , but that all depends on what intake manifold your running , if you run the obd1 intake manifold and ecu i dont know how the smog place would know
