CA engine swaps - what happens if caught?

Quick question for all of you CA guys-

What is the fine if you have a swaped motor without going to the smog ref? Is it just a fixit ticket, or is it more serious than that?

Right now my car is smogged, but I blew the motor and am putting in another motor and dont know about smog after the swap. Say that I get pulled over and the 5-0 make me pop the hood and bust me. What then?

Im working on getting the swap legal, but the O2 sensor hits the steering column and its not legal if thats moved and I am not sure there is a workaround.
