bogging problem??

bogging problem??
i noticed when i fill up my gas tank sometimes when i first start it, it starts to bogg out an i have to pump the peddle alittle but just when i first start it after puttng gas then its fine.. what would be causing that?? maybe the fuel pump is going out??
