Ok, before I get flamed and told to search. Ive spent the last 4 hours searching to no avail. From what Ive found out 96+ have Vin tags and 95- don't but the block number is located in the Vin number.

Im planning on purchasing a block off of ebay and its a 95 and older USDM block can i have the Block Numbers Run?

I have called the CHP and they told me to call the DMV and wait on the phone for about a hour. I also have read that the local police station will not run the numbers for you with out the block in your possession. is there a way to run the numbers before i make the purchase?
