Default 99 hatch B16 hydrocarbons

I was BAR'ing my B16a2 99 hatch and failed in the 15mph realm of high hydrocarbons are max 66 and I landed a 214. Anything I can add to the fuel to pass? I have new plugs and wires to do a tune up which I should've done before. Otherwise everything else is ok. CO is maxed as well though. TIA.

I do. Oem 99 si....I live in CA, strictest state for emissions

did your car sit for a while before they tested it? It looks like the car may not have been warm enough to light off the cat when doing the 15mph and was at correct temp at 25mph. It ran a little rich for the 15mph and slightly rich on the 25mph. If the vehicle was warmed up correctly than most likely the o2 sensor is not switching in time. The cat appears to be in good shape.

I do get that coming P0133 primary slow response code for the o2, it's been replaced three times already. The cel was off for the test. Readiness monitors were ready. I got to the station 20 minutes before my appointment and I let it
Idle for a bit. When they were looking over everything, they let it sit and took maybe 20 minutes more before the test began. It may have sat too long. Anything I can do? And should I try denatured alcohol?
