Default 98 Civic EJ9 swapped to H22A Cold Start Issues

Hello. I've been getting alot of good suggestions from this forum for a long time. This is the first time I post here, sorry if it's in the wrong sub, please let me know where I should ask these questions.

I recently bought a 98 civic ej9 hatchback with a swapped h22a and m2b4 transmission.
I am having some issues with it ever since.
The car will not idle when cold unless I give it gas some time until it heats up. Then it will idle rough, from 1000-1100 most of the time, shaking quite abit and sounds like spitting out of the exhaust. It does not have the stock exhaust so I am not sure if it's normal. It sounds more stable when giving some gas and I do not notice any unsteady sound in higher rpms, only some spitting out the exhaust when letting off the gas.

When the car warms up it will start fine for as long as the engine is warm. It will still idle in the 1000-1100 range and intermittently surge in idle when warm, from 1000-2000.

I have cleaned the IACV and FITV aswell as tightened the valve in the FITV. But both seemed relatively clean already.
i also cleaned the EGR valve and the intake port (not the 7 welded ports), it was all gunked up with black stuff. So I assume the runner ports are the same. But from what I researched this should not cause my idle issue. Thats why I have not done this yet but definitely will in the future after I resolve cold start.
I changed 4 new spark plugs.
I checked for vacuum leaks using propane.
I tried using b16a2 ecu, same result.
i shorted service port and got code 20 for ELD, not sure if this is causing the issue? I can't find any ELD in the under hood fuse box. I don't think it has one.
I get battery light when key is in ON position aswell as oil light.
I tested several batteries all 12.8V off and 14.4V on with same issue.
I listened to all 4 injectors using long screwdriver method and all seem to click right and consistently with eachother, no variation.
I opened the distributor cap and saw red dust and white powder on the 4 terminals, I cleaned everything real well but it did not resolve the issue. I assume it is going bad and needs replacing, but is this causing the issue?
The distributor gets hot to touch after the engine has been running for a while.

Maybe also worth mentioning, when starting the car it sounds sluggish compared to starting all the other hondas I have had. Not too bad to where I have worried but maybe this could be an indication I am not aware of so worth mentioning. It starts after 2 cranks everytime.

Any suggestions as to how I can troubleshoot this further without throwing parts at it?
