Default 7400 rpm redline

Is there a honda ecu that redlines at 7400 rpm. Because i just purchased a 99 gsr that the tach reads 7400 rpms as redline, but gauges look like shity home made white face sticker gauges. The kicker is the motor redlines at the exact redline that the gauge shows 7400 rpm. I checked ingine code and it is a b18c1 but wondering if they swaped or chiped the ecu, but if chiped why would you drop redline from 8200 to 7400. thanks
casey
p.s. let me know if ive just completely missed somthing

Peel off the shity gauge faces and see whats underneath. Also check the code on your ecu and make sure there is a P72 on the side. Goodluck.
