320cc RC injectors....7 OHM?

320cc RC injectors....7 OHM?
I have measured 320cc injecotrs I bougth. All 4 injectors have 7 Ohm impedance.....Is this peak and hold or saturated now? Caue RC claims 2.5-3 Ohm p&h.....but 12-16 Ohm saturated.
