is this oversteer of understeer
A video would be nice. From the pic, the only thing I can tell is that it's turning. Can't tell if the front or back end is slipping.
Let me try this again. It's most likely neutral handling with a bit of understeer. But that's just a guess. Let's see if you can guess any better.

Did you read the wiki articles that were given to you in this link? They should give you an idea of what to expect in understeer and oversteer situations.
It's a little hard to determine understeer/oversteer from a photo since they are both a process that happens over the course of a corner, and not just in an instance.
Depending on which phase of cornering car is under/oversteering in, you'd make different adjustments to the dampers. You'd need to break it down into at least corner entry, mid-corner, and corner exit in order to know what to do with the dampers. And you'd also have to take into consideration the rest of your setup, since things like your driving behavior, swaybars, and spring rates play a much larger factor in a car's tendency to over/understeer than the damping.

First car is understeer and crash. Second car is oversteer and crash.
Let me put it this way. If you turn and the car keeps going straight (doesn't turn as much as you want it to), its understeer. If you turn and you feel your back end coming out (car turns more than you want), then its oversteer.

if u turn and ur car wont turn, it just slides in a strait motion thats understeer.
if the rear swings out past the front while in a turn and u have to do a bit of counter steering then its over steer.
my car gets over steering because i have a stock LS front sway bar and a ITR rear sway bar

I can get my totally stock accord to oversteer. All I need to do (when it's raining) is understeer it pretty bad, then let off the gas and turn in more. Back end comes out, but not very much. It's good for scaring people in the car.

I don't know if the 5th gen preludes tend to oversteer due to the ATTS system but I love taking corners in the outside lane and turn in HARD at a sharp corner at a higher rate of speed because the back end of the car totally kicks out.
The winter is the best for this though, e-brake alllll day long. It's the easiest way to turn in the winter
The pics look like your car is understeering though. It looks like there is some body roll and you are on the outside of the corner and not really turning. Maybe try stiffening the rear up more and keep the front neutral and see what happens.

My car enters most corners fairly neutral, with a hint of oversteer if I transfer too much weight to the front tires (removing most weight from the rear). Mid corner is where my car is usualy ready for me to feed the throttle back in, or if I lift even a fraction the back end un-hooks and makes its way outward in a glorious arc. Apply the throttle hard, countersteer and listen to the Instructor bitch about you not doing that anymore.
