Default Function and forms coilover tighten perches

I just received my F&F type 1 coil overs for 99 civic. while going over the directions, it says to tighten the two spring perches and lowering adjustment perch once height is set. On the strut/shock it says do not adjust height by spring perches as perload is set already. while trying to tighten the spring perches(two perches under the spring that set preload), I cant see to tighten them up tight; as Im trying to tighten the perches, the whole strut/shock is spinning and I guess im increasing the preload by doing this.
Im trying to determine how to tell when these are tighten?

does this mean the spring perches are already tighten,

btw any tips on how to adjust the height? i want a drop about 2 inches
