I hate those metal inner sleeves more than most. I typically use a hacksaw or a saws all to cut a slit like Andy described, then use an air chisel with a blunt bit to hammer it out.
when i replaced mine, I ended up having to spot weld my new bushing in because from getting the old sleeve out i cut into a couple of them too much. :X ... It's been working good so far tho.
I've used this DIY to replace my bushings and it worked just fine. Sounds like this is the solution that most have mentioned already on this thread.

thanks to all for the info.. i had to use an air saw then handsaw to finish the last bit was very careful and was a royal pain in the ***.. didn't cut thru the inner steel.. at least ill never do that again.. geez.. hopefully ill pull the last of these parts together and finish my suspension and bushing refresh.. tighten things up all around..thanks again
If you find a socket just the right size the metal ring will press out. I've done three of these jobs but on the fourth I had a friend purchase the HardRace control arms.

Glad you got it done. After my first time I vowed never to do it again. Now I think I could handle a second round. And I'd do it much faster this time lol. Replacing the bushings makes a huge difference - it'll feel like a new car again (at least in terms of how it handles).
If you drilled the rubber part out knock the metal sleeve where the bolts go in out and then take a torch to it to heat it up. You can knock it out pretty easy.
