anyone know if you can tighten the e-brake on a third gen? if so how

I'm not sure exactly what you mean, whether you want to tighten the cable itself, or the brakes (which auto tighten)

There's a screw/bolt on the hand brake lever that you can adjust which will adjust the cable.
To tighten the brakes just raise and lower your hand brake lever a few times, since they automatically adjust.

Can say for sure, but I'd imagine it's like most any other car, there should be an adjustment right where the cable attaches to the handle, and another under the car around the rear suspension.
