Ball Bearing Turbo Noise?

Ball Bearing Turbo Noise?
My friend bought a Turbonetics turbo that's suppose to be a ball bearing. When the wheel is spun, it makes a small "whooosh" type noise. The blades aren't rubbing against the housing either. Is this normal?
