Best suspension for around $1000
I'm gonna suggest a search as I'm sure it will answer most if not all of your questions. To get a good answer to your question one would have to know how you use the car and what you desire it to be able to do.
If you are new to performance driving, the best suspension for $1000 or under is for you to keep your stock suspension and then use the money saved for many autocrosses and track days. After autocrossing and doing track days, you will realize that the stock suspension is great for most of what you need.

blah blah blah blah... he didn't ask this in the Comp forum David... come on
He asked what the best suspension for $1000 was, not how he can become a l33t racer.
Actually it's not too often you see someone ask what the best part is for X dollars, it's usually just "what is the best," period... and I don't think searching would help much as price of parts is not often brought but. It's a legitimate question I think, that is, to know you have so much to spend and knowing only what you generally want but not knowing where to start.
With that being said, I have no recommendation myself- I'm fairly pleased with the stock suspension, heh, I'll shut up now

Driving school would teach you how to take better advantage of the already amazing suspension a Type R has.
(FWIW, I have a GS-R and swapped to ITR suspension...it's incredible, you R guys are so lucky!)
