I would have to say a money scam. 
I own a shop and it is hard to sponsor people or get sponsored. They most likely run your app. then e-mail you to say you got a sponsor, so you send them your $89.00 and in return they send you a sticker and maybe some cheap spark plugs or some other cheap item you can't use.
I would avoid this type of stuff, I have seen some of the most beautiful cars get turned down from sponsors. It is a tuff game.........
