When I switched from my heavy 17inchers to my stock 15inchers I could improve my time by 0.5. I had a lot of wheelspin with the 15" but got a nice start with the 17", so I consider with a better start using the 15" I will be faster again.

I'm going to go with TE-37s if I get 17" rims.. Are they light enough to not cause much of a difference? What is a good tire size for them?
IT is not only the weight of the rim which does matter, it is the fact, that the weight of the rim is farer away with a 17incher than with a 16incher. That means your engine needs a few more hp to spin it.
I would go with 205/40/17 or 215/40/17 or 225/35/17 all tire sizes are in tolerance with the stock tire diameter

I have a set of 16" SW-388s which I want to use only for tracking, and autox.. But I would like to roll on 17"s for the street.. I am comparing them vs. my 16s vs stock.
When you have rims for racing it is okay. You will have a bit of a slower acceleration with the 17", but when you don´t care about it, the 17inchers are very nice looking rims, especialy the TE37!
Well I would go with 215/40/17 tires. Keep in mind tire weight matters too. With a set of 17" TE-37's and tires...it would be *similiar* overall diameter wheel & tire to your stocker 15" setup. Similiar in weight also...you might save a couple of lbs overall on the 17" Volks setup.
I was hurt SEVERLY in performance of my ITR when I had a set of 17" wheels. The ones I had weighed about 20 lbs each though.
They slowed me about .5 in the 1/4 mile. I will never make that mistake again. I bought them when I first got my ITR and sold them after having them for less than a month. 
Of course the Volk TE-37's probably only weigh about 13-15 lbs each in 17". I don't remember, but someone can correct me here I'm sure.

The 17x7" TE-37's with tires may only be 1-3 pounds more than the stock combo. But since the weight of the tire/rim is moved farther to the outside you'll encounter a disadvantage in acceleration because of this fact too. I would guess that your quarter mile would only suffer .2-.3 of a second at most due the the weight issue these lightweight 17 inch wheels. The 17 x 7 TE-37's run about 15-16 pounds. Keep in mind most aftermarket non forged (non chrome) rims in this size are 22-25 pounds.
what about getting those buddy club rims in 17's, forgot the specific name of it , I remember seeing a post on them a while back, very very light and their not played out like TE37's
