Default valvetrain moves by touching

Ok good or bad? pictur an las with the valve cover off ur looking at your shaft that your lifter pad connects too(the shaft with the locking nut on it and flat head slit) when i have the lobe completly off the lifterter pointing straight up i can pinch the shaft and wiggle it after its even been adjusted...ok say i adjust it tight, does wiggle as much but then i turn the cam a little not lift it but right before the lobe starts i can wiggle it again...the lowest point on the cam isnt the back side of the lobe its actually higher then before the lobe starts....2 ?'s first is it ok that they wiggle and have play? second is my cam worn?
