can i turn over a dry motor manually????

i got an ls swap at my house right now. timing belt is a little loose and **** like that. there is no oil/coolant in the motor, and the motor is out of the car. if i want to manually turn it over, can i do that with the oil not full? is there a proper proceedure to do this(besides fill it with oil?) i want to get this situated, cause when the motor goes in the car, i cant get my torque wrench anywhere down on the camgear side.

oh ****! hahaha. i put a socket on the crankpulley, and wedged it so that the motor wouldnt rotate. overall it might have moved 1/4 crank turn, so like no where near a full cam rotation. that was for me taking off the clutch and flywheel. ill def take the spark plugs out when i tighten the timing belt again.
