Default Restarting Battery on 97 Accord SE

Today I restarted my ECU due to the extreme heat in California. My gas mileage was horrible on my 97 Accord SE. People recommend keeping your negative terminal of the battery off for at least 15 minutes. I let it off for 20. This is what happened when i reconnected the terminal. When i started my car it was fine, but I noticed my DRLs were not working? Later i checked at night I find out that my bulbs both blew. Is there any reason this should be happening? I made sure that nothing would touch the negative terminal except plastic.

No reason why the bulbs blew...next time just pull the ECU fuse plug
