Default B16A, PR3 + Mugen chip and Running rich

Okay, so we know JDM PR3's with Mugen chips run really really rich. My CRX happens to have a B&M fpr and a high flow fuel pump installed by the previous owner too so I suspect my car was EXTRA rich. Does anyone have a stock PR3 chip? It seems that people are against "Mugen" chips but don't I NEED it if the sensors are disabled? My B16A only runs 1 sensor in a location that monitors only 2 cylinders. I have no drivability issues except for only getting around 20mpg but I hope to improve that.

I had the same problem. I drilled a 1/32" hole in fpr return. 48 psi (wot)/ 44 psi (idle) before. 50/40 after drilling. I also have chipped pr3, b&m fpr, 1 O2 sensor, walbro 255.

Thanks! Sounds like this is what I'll need to do.
