What to do when scammed?

Just curious what the general concensus is about what to do when you feel that you are being scammed by a h-t member. The person in question is JOSH MEISE of Provo Utah phone #801-602-3105 I have his address at home and will post it later. Basically I mailed him a post office m.o. in the amount of $500.00 for a set of Rota Slipstreams posted in the classifed section. After about ten phone calls no tracking number was provided. The day berfore I was supposed to recieve the wheels they show up in the cosmetic section on his car with him asking for opinions of how it looked. WTF? Now his phone is not working, he wont answer pm's and wont respond to emails. I am totally willing to work with someone and give them the benifit of the doubt, but at this point it seems clear to me that im getting it from behind without lube. What do you all think I should do next? Since its $500 its now a felony and since it was a post ofice m.o. it makes it mail fraud. Should I take that ave. or just go to this guys house?

From what I keep reading, you should go to his local authorities. I.E. report him too them. Then, go to the post office and tell them your mo was frauded...something like that. Someone may post more detailed info than this.
