That could be a bad ignition switch, or broken wiring to/from the switch.
yea the cel ill chek the wiering but the car does crank just dosnt turn on and is dere an fusable link some were??? some one told me to chek grounds/.
Checking ground is good, check fuses too. The main relay could be it, too. A blown ecu fuse, or a bad main relay, or a bad ignition switch all do the same thing. As far as the ECU is concerned, it doesn't even know you've turned on the car.
Remember the ignition switch has 3 circuits; one for accessories, one for ignition, one for starter. Just because the starter works doesn't mean the ignition/EFI circuit is good.
You said you've had the ECU out?? Do you have a wiring drawing? I don't know which pins are supposed to be powered, but I'd check them with a voltmeter & go from there.
A fusible link is nothing more than a fuse built into a cable somewhere. Honda normally uses big (50 or 100 amp) main fuses in the fusebox instead of a fusible link. But that's just from my own cars, I don't know about '90...
