why does the $100 block need sleeves, and what work needs to be done to the other block?

 

Alright the 100 dollar block is a bare block, I actually checked it out and didnt see any scuffs or scratches and I am gonna have it checked out today by a machine shop for hairline cracks.

The other block is a complete shortblock which only needs #4 piston replaces because of a cracked ringland.
