its a simple question... no need to flame...
88-89 have slightly different front and rear bumpers than the 90-91 in terms of 90-91 bumper mounted turn signals are clear with amber inserts in them, the 88-89 lenses are just solid amber and shorter in length. & 90-91 have have fake air ducts molded into the bumper ... but YES you can switch them around... think about it.. 88-91 have the same chassis and why would the bumpers be any different except of what is mentioned above...

Sometimes even though the chasis is the same and exterior changes are made it will not work without more peices.
For example to do a 99-00 conversion on a 96-98 civic.
I can totally see his logic.

you can, but remember you must use the 90-91 bumper support as well, because the 90-90 bumper cover will not bolt up to your 88-89 support. so unbolt the 2- 12mm screws behind each bumper lense, and unscrew the 2 screws on the wheel wells, and it will pop right off, then switch it up.
unless ur original bumper is tore up, id keep the 88-89, def looks better imo.

Also, the corner lights mount differently between the 2 year groups and the bumper (parking) lights are smaller on the 88-89. The light bulb recepticles for those lights mentioned are also different between the two year groups. But yes, the 90-91 bumper will fit, but you'll have some additional work to do.
it fits, you just need the right bumper lights for the year bumper you use. I have a 88 bumper on my 90 crx at the moment and it mounts up just fine..
