Z6 block passing smog?
well depends. some kits come with a CARb excempt sticket...
example: greddy, edelbrock, some drag. but it should pass smog unless your dumping a ton of fuel in there and the only way you would be doing that is if you are running a strong basemap for a high psi setting

he didnt ask anything about a turbo, he said z6 block

Most likely, 99% of the time you wont be able to pass smog with an obd 1 motor inside an obd 2 car. They will look up which engine that the car comes stock with, and check with the one you got in your car, thats where the problem comes in. It is said that its illegal to have an engine that is older than the year of your car.
Maybe if your lucky, maybe you can leave the d16z6 block, use your old y7 head, and maybe try to smog it like that and get away.
