I am putting my rear seat belts back in and the two seat belt coils are locked in place (won't retract). Since both of them are "stuck" is there anything I need to do to get them to function properly, is there something I am forgetting? TIY

 

The belts lock automatically when they're in anything but the upright position. At least, my seat belts do (Del Sol), and they're supposed to do that.
