Hi, my freind want to buy a used car, it's a 86 Civic Si. Is it true thatthe owner should has it somg passs before he sell it? Should my freind buy it w/o having the owner smog pass the car. Is $900 a good deal? He just needs a car to go to college. Thanks for any advice or input!
