Projectors/HID conversion on an '03 Accord

Projectors/HID questions.
Newbie here. 
I have a Q about projectors and HID kids. I know projectors are the special lenses that focus light, instead of just an assembly of mirrors like in old school headlights. And I know HID lamps are the xenon bulbs, with a ballast. But I have a few Q.
I have an '03 Accord (4dr, V6, got it the week they came out ). I've been wanting decent headlights forever now. I HATE Honda headlights. So when I saw these things I nearly crapped my pants out of excitement.
The first Q is, is there any difference in the projectors you can get? Will the projectors in these headlights be good? And is there something I should be looking for in projectors?
The second Q is, is it safe and ok to use HID bulbs with any projector assembly, ie these headlights? What kind of a toll will they take on my car? I read they actually use less power than regular halogen bulbs, so that's a plus. And are they DOT ok? Is there a chance I'll get flagged down for them or something?

That's about it for now, thanks.</TD></TR></TABLE> I have a 94 teg and they come with projectors, and even with the higher watt bulbs, and highbeem, I overdrive the lights at 120kph, and filcking to lowbeem at that speed is like plunging into darkness, as soon as I can afford it I will change them to HIDs or JDMs.
