Computer tuning?

VTEC pops early
Quick question, when I got my car it had the mods listed below. But my friends and I also noticed that my car wastes a lot of gas and VTEC pops at 4500rpm. Any clue as to what else I might have? I was thinking computer tunning. My friend said maybe a B16 ECU.
