Default How important are higher rev limits?

I've thought about throwing an engine together with higher compression, some homemade port work in the head and a cam. But the rods would most likely stay stock. My question is: Would this not make much more power, do you need the higher than stock redline revs to make power even with some more compression and air flow?

It's a sohc, and probably just a mild street one since I would be staying at the stock rev limit.
