Default 1990 honda civic starting problem

I may not be in rite spot.
I just bought a 90 civic. I love it...but its got a problem with starting
the starter works it just won't turn over.
u take the gas cap off and vacuum comes out. then it starts....mechanic thought that was problem..and got dif cap...but now taking cap off won't start it either...
help
Its a 5 speed.. also.. over 200,000.... and completely safetied and e tested.. im in canada..

Its a long story.. hope i can remember it all..
ok after the cap episode it then got another relay system... and that didn't work... and then they decided because it had a new gas tank put on it mite be there...and sure enough.. a wire had been mickey moused to the fuel pump with electric tape.. they fixed that and voila working like a charm.. once in a while it will do it..but it's my fault...cause u see u have to push the clutch allllllllllllllllllllll the way to the floor before it will start.. and me being only 5 foot i sometimes don't get the clutch pushed in far enough.....and also sometimes i have to reef on the steering wheel...but it's starting...and running like a charm..Thanks for your interest..
