Default timing-distributor question

my distributor is turn all the way retarded (toward the radiator) and my timing is at 14 degrees. I know its not normal to retard it that much to reach 14 degree. I checked my timing belt and cam timing and its at TDC. My head was resurface once when i put in valves and valve springs. I have a comestic .041(i think) headgasket. Anyone with an idea what is wrong?

i dont think its normal to have the distributor retarded all the way and the timing to be at 14.
