Sale went sour.....opinions needed.

Recently, i have came to a deal regarding a purchase of a COMPLETE power window kit for $280 shipped. At first, i was really concerned regarding the floor harness because wiring will be a bitch if the harness was not complete (cut in anyways). Seller ensures me that the floor harness is complete and nothing has been cut. No problems, paypal him the money and waits for shipment.
Next day, i requested for a tracking number and he told me that he's got one tracking number for the regulator, wiring and all the small stuff but has not shipped out the panels because it was too expensive to ship and i will need to send more money. WTF?!? We agreed on $280 shipped! NEways, bascially told him i am not sending more money and he is to ship the package out by Tues (he gets paid that day and that is when he will have more money to ship the panels)
Tues came and went, gave me BS excuses about being busy etc. Tomorrow, i will do it blah blah blah. Wed came and went, Thurs came and went. Same BS. Fri morning, i threatened to cancel my paypal payment if he does not give me a valid tracking number by end of day. Finally, i got a tracking number.
During this week, i conversed with him through IM because i wanted more info on the installation process. The more i talked to this guy, the more it didn't make sense. Finally, after numerous questions, he ran out of excuses/lies and told me the wiring harness has been infact cut from the driver seat back! WTF again!??! I have specifically asked regarding this matter....now i am pretty pissed but thought i was lucky to get my packages from this shady guy, i will swallow this one.
Tues this week, i finally got both packages from Mr.UPS to discover there is no FAWKING switches! Now i am pretty pissed. He claims that UPS must have lost them because they were in the pockets of the panels when he handed them over to UPS for packaging and shipping. I have called UPS and they said they only ever saw panels and no switches was ever in sight. So now, i am stuck after paying $280 for a cut floor harness and no switches. He saids he will file a claim with UPS but with the way/speed/trustworthiness of this guy, i don't know how long this process is going to take. What is more scary is that UPS claims they have never saw the switches meaning it could pretty well mean that the seller is BSing me all along.
I feel i should be compensated in one way or another. Either be new switches or a partial refund. How long should i wait before cancelling my paypal payment and repaypaling him the amount? (that is the only way i can get some of my money back) Also, if it comes to that, how much should i take?
