Car won't rev past 2k

Car won't rev past 2k
I recently did a head swap (H23) and after hooking everything back up the car will only rev to 2K then acts as if its flooded and is going to die but if you let off the throttle it begins to idle again.
The CEL is not on so I don't have any idea if it's throwing codes. has anbody ever had this happen before?
