Not tacking right can someone help

Hey just baught a prelude with an Indaglo gage kit in my dash..... I didnt install it so I don't know what the problem might be and need some experienced info befor I dig in. My Tack is off for some reason when the car is off it sits at 1k but when on just idling it sits at 2k. If I pull the needle off and turn it will it work. THe shop said that I have to get a new gage system but I hoped that was just b.s. If u know any thing let me know
