Default 87 SOHC timing belt wants to walk off the cam sprocket

Can someone explain to me how to get the belt guide onto my crank? My timing belt is walking off the end of my cam sprocket in my 87 SOHC 2.0 and I don't know what I've done wrong. I figured it was held on by the pulley when you torqued it down, but I'm obviously wrong. How is the belt guide held onto the crank sprocket?
