Do you mean powder?
Its corrosion from the acid build up from the battery. The easiest way to keep it off for the longest time is to use 4-5 parts water and 1 part baking powder...mix and pour it on the battery/terminals.
This will neutralize the acid and after you pour that over your battery (it will kinda foam up/bubble) clean the terminals with a wire brush and you can even use silicon grease (I believe) around the terminals and buy some of these:

don't forget to rinse down your engine bay to remove all the acid that you just rinsed off.

im not sure what the residue on the terminals is, but i know this much, a friend of mine, one day, when helping me change out my battery for my optima, he gave me the heads up on how not to get that white buildup on the terminals, he told me, one terminal at a time, rub some motor oil on it, and it will never corrode in that manner again, and so far so good, so yea!
