Default Running rich............

I have a 99 h22 with header, exhaust, intake, and a mugen ecu and im running rich. I recently got an air/fuel gauge and it reads rich to the end of the gauge. Also, I can smell the gas instead of the exhuast and i have a bouncy idle. What can i do to try and fix this without replacing the O2 sensor unless that's my only option.

you can try leaning it out a bit with a Fuel pressure regulator or get do it the right way with hondata or VAFC with some wideband tuning.

Well if your o2 sensor is bad or going bad, you can adjust the fuel anyway you want and its still gonna be screwed up. So first make sure the o2 sensor is fine, then lean it out via VAFC or anyother fuel management computer.
