I have a Carbine pager, it works through one or two concrete walls. The only way to tell your range is to get it and test it. In my opinion, the brand of alarm is not that important. Installation and setting is the key. Get it done at a good shop, by a guy you trust. How many floors of concrete between you and your car?

i have millennium fx pager, works great, my car is only like 3 stories bellow me though, la, the land of sprawl and relativly small buildings, you could invest in a custom fitted car cover with lock, they try to move the cover it sets off alarm. i would suggest talking to the peeps who run the parking in ur building, tell em ur car is vandalized and u want a spot that is near or within view of a camera, just let it be known that ur current condition is not acceptable, little cash thrown their way probably doesn't hurt either -rob

Typical concrete floor thickness in a high rise is 6-8 inches. 23 floors times 8 inches = 184 inches or over 15 feet of concrete. Good luck getting a page through that. By the time you got down there your car would be gone anyways.
