I hooked up my foglight switch and it is always running constant power, meaning its lit up during the day when my lights arent on. What did I do wrong?

I wired up all my headlights and on the driver side, when i click the foglights on the bright bulb comes on real light, its not the city light I already checked. Its weird cause i ran the passanger headlight off of the driver headlight and it works fine. Could there be an internal wiring problem within the headlight?

Is there another blue foglight wire on the passanger side or am I supposed to use the same one that comes out on the driver side?

Last question. when are the city lights supposed to come on?
