Default Any way to get DC Power to work when car is off?

I have a 2004 Accord, and the DC power outlets stop working once the ignition is off. I sometimes want to use my car charger to charge my cell phone at work, and I can't do that because of this. I'm assuming they did it to avoid my draining the battery accidentally, but is there any way to override it?

tap directly off the battery

tap into the cigarette lighter power supply
