Butter flys in the stomach, going to the Referee, B18C in 89 Civic
Dang;
It all boils down to this. I've installed a 95 B18C in my 89 Hatchback and the whole project has been with the idea of it being LEGAL. I'm old and don't want any "poop" from the police.
I've got a (GSR legal) Skunk2 intake and DC sports header.
Everything is matched to the B18C and is hooked up. I went by a smog check station and they did a "partial" test and all the numbers came up real low (low being good). Keep in mind that a smog check station can only do a partial test without it being logged into the DMV system.
Now it's on the line and I've scheduled an appointment at 1 P.M.
Wish me luck and I'll let you all know how it works out.

Hate to be in Cali, here in Miami there is no emissions. Back when we did have emissions I just slip the guy a $20 and I'm good to go.
You know just curious, how the hell do the turbo guys/gals pass smog in Cali??

This would be the first time that I have ever seen anyone that wants to convert their EF to OBD2.

This is so weird, all the trouble to OBD2 then to OBD1.

the ASM inspection only goes up to 25mph max. on the dyno anyway... so no chance to even spool up for the turbine to kick in. as long as labeled, routed and tuned correctly it normally isnt a problem. same with a supercharger. HTH.

Well; here is the result;
I passed everything with flying colors except for some reason my timing was off (by a significant amount). I don't know how the timing got off, cause I could swear that I had set it. I should have checked it prior to going!!!!
I had to re-schedule another check (on tuesday) due to them not allowing me to go home (REAL close), change the timing, and then come back.
When I go back, all they have to do is check the timing and then re-sniff it. There should be no problems because all the sniff values are real low already.
I was amazed that they didn't evey ask about what computer I had in it. I know they didn't look at it because it's in the stock place and they would have to remove the cover plate. (I was watching from a distance)
They noted the DC headers and verified that they were correct and allowable for the engine. For some reason, he had to check it in his computer. They didn't bat an eye at the Skunk2 intake in spite of the fact that I said it was "aftermarket".
One thing that I was worried about was that I didn't wire up the full dealer diagnostic port and they didn't care. You can still read all error codes by jumpering the "test" line. It's that line that you jumper to set your timing.
All in all, it wasn't a bad time.
I'll add in more after I go back on tuesday.

Wes, so your only mods were the S2 manifold, and the DC header? Was the DC carb for a gsr?
ps, Congrats!!
oops, we posted at the same time
EDIT:
Im surprised that they didnt care about the ecu and the IM. They flipped out on my S2 mani, but once he looked it up on the computer he was fine with it. He thought for sure it was the wrong application(not legal). He checked my computer too. But he was a very nice guy.
Did your REF really even understand what your setup was? My REF was a old guy, and he knew all the specs of the jdm GSR engine, it was weird.
Anyways, Good job Wes.

Ryan;
The DC sport exhaust headers were correct to the GSR motor. That may have been what he was checking in his computer. As I think you know, they come with the EO plate welded on them in plain view.
The fact that they didn't even ask me about the computer was a big surprise. And I paid big dollars to get the correct P72A1!!!
The only bitch you will hear from me was that they wouldn't let me come back real quick after correcting the timing. It's friday and there was only one other person scheduled after me. I think the other person had major problems because I did go back and they had already locked up for the day (it's only 3 P.M. as I type this). That means that I loose more time from work.
He was nice to deal with and DID know his stuff. I highly recommend that nobody try to BS these guys.

I live in Winnetka (the west end of the San Fernando Valley).
You can e-mail me at "wesvn@chevelles.com" (ya, I've had a long term involvement with a Chevelle web site) Make sure the subject box on any e-mail sent to me is clear cause I trash a lot of junk mail by looking at the "subject".

how 'off' was your timing? it could affect the tailpipe readings both ways: significantly good or bad.... we dont check the ECU 'visual' (unless its '96model year and newer for obd2, thats a functional issue) but he most likely did a bulb check of the engine light and passed it on that.....
It was at 4 degrees BTDC and should be between 14 to 18 degrees BTDC. He looked at the readings (keep in mind that they "sniffed" it prior to checking the timing) and said that he didn't think I would have any problem with them increasing beyond the allowables. I guess I should put it at the 14 edge of the timing.
I've heard conflicting stories about how much they check and expected them to look at the ECU. I know that others have had it checked. (I had the correct P72A1 unit and had to get it from a junk yard quite some distance from me)
What should be known by all is that you never know and you shouldn't try to sneak anything by.
All in all, it's been as good an experience as it could get. Kind of like when the dentist doesn't hurt you that much.
The timing error was a total mess up on my part. If it was correct, I'd be waving around the certificate right now.
