vtec controller...i thought they were all the same i need a differnt one for my obd1 covnersion?

vtec controller...i thought they were all the same i need a differnt one for my obd1 covnersion?
well my vtec controller has a CEL everytime its on, sometimes it wont for a couple min of driving but it will do it
i have the obd 1 jumper harness that let me use the p28 ecu...i dotn know if the vtec controller is for obd0 or obd1 how can i tell?
